Results from the exercise are to be submitted by the banks by the end of July.<\/p>\n\n\n\n<p>The banks participating in the climate scenario exercise include Bank of America, Citigroup, Goldman Sachs, JPMorgan Chase, Morgan Stanley, and Wells Fargo.<\/p>\n\n\n\n<p>According to the Fed, the goals of the exercise include generating a deeper understanding of climate risk management practices at the banks, and building capacity to identify, measure, monitor, and manage climate-related financial risks.<\/p>\n\n\n\n<p>The banks will explore the effects of two climate scenarios on specific areas of their loan portfolios. The scenarios, based on those provided by the <a href=\"https:\/\/www.esgtoday.com\/the-fed-joins-climate-focused-global-central-bank-coalition\/\">Network of Central Banks and Supervisors for Greening the Financial System (NGFS)<\/a>, include one based on current policies and one based on reaching net zero greenhouse gas emissions.<\/p>\n\n\n\n<div class=\"wp-block-media-text alignwide is-stacked-on-mobile\" style=\"grid-template-columns:39% auto\"><figure class=\"wp-block-media-text__media\"><img loading=\"lazy\" decoding=\"async\" width=\"730\" height=\"570\" src=\"https:\/\/www.esgtoday.com\/wp-content\/uploads\/2023\/01\/Fed-test1.jpg\" alt=\"\" class=\"wp-image-11447 size-full\" srcset=\"https:\/\/www.esgtoday.com\/wp-content\/uploads\/2023\/01\/Fed-test1.jpg 730w, https:\/\/www.esgtoday.com\/wp-content\/uploads\/2023\/01\/Fed-test1-300x234.jpg 300w, https:\/\/www.esgtoday.com\/wp-content\/uploads\/2023\/01\/Fed-test1-610x476.jpg 610w\" sizes=\"(max-width: 730px) 100vw, 730px\" \/><\/figure><div class=\"wp-block-media-text__content\">\n<p>The exercise will be composed of two separate modules, each exploring the key climate risk areas of physical risk and transition risk. The physical risk module will examine the impact of potential future shocks arising from harm to people and property from acute climate-related events such as hurricanes, wildfires, floods, and chronic events such as higher temperatures and rising sea levels on the banks\u2019 real estate portfolios. The transition risk module will assess the impact on corporate loans and commercial real estate portfolios from the transition to a lower carbon economy, including shifts in policy, consumer and business sentiment, or technologies.<\/p>\n<\/div><\/div>\n\n\n\n\n\n<p><\/p>\n\n\n\n<p>The Fed\u2019s exercise comes as central bankers globally, including in the <a href=\"https:\/\/www.esgtoday.com\/boe-climate-stress-test-finds-climate-risk-manageable-for-banks-but-highlights-high-cost-of-inaction\/\">UK<\/a> and <a href=\"https:\/\/www.esgtoday.com\/ecb-calls-for-urgent-action-by-banks-to-measure-and-manage-climate-risk-following-stress-test\/\">EU<\/a>, are increasing the use of stress tests to assess the resilience of banking and financial systems to climate-related risks, although the Fed stated that its exercise is \u201cdistinct and separate from bank stress tests,\u201d and will not have capital consequences.<\/p>\n\n\n\n<p>The Fed has taken a less active role in addressing climate change than some of its central bank peers. Earlier this month in a speech at a central bank conference in Sweden, Federal Reserve Chair Jerome Powell stressed that <a href=\"https:\/\/www.federalreserve.gov\/newsevents\/speech\/powell20230110a.htm\">the Fed will not become a \u201cclimate policymaker,\u201d<\/a> and that use of its policy and supervisory tools to achieve environmental or climate-based goals would be inappropriate under its federal mandate.<\/p>\n\n\n\n<p>Powell added, however, that the Fed\u2019s responsibilities for bank supervision do extend to requiring banks to understand and manage the financial risks of climate change.<\/p>\n\n\n\n<p>In a statement accompanying the release of the exercise details, Fed Vice Chair for Supervision Michael Barr reiterated the Fed\u2019s position, stating:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote\">\n<p>\u201cThe Fed has narrow, but important, responsibilities regarding climate-related financial risks \u2013 to ensure that banks understand and manage their material risks, including the financial risks from climate change.
